After four meetings over two months, the Amortization and Strategic Down Zoning Study Committee voted 3-2 to advise the Lubbock City Council against formally incorporating amortization as a tool to respond to years of complaints from north and east Lubbock residents about neighboring industrial facilities, and the impact on citizens' health and quality of life.
